The Ministry of Homeland Security and Technology has announced that biometric data for more than 18,000 expatriates have been collected from 50 islands since the launch of the nationwide initiative, Operation Kurangi.
Launched on May 2 in Himmafushi, Kaafu Atoll, the first phase of the operation aims to ensure that all foreign workers in the Maldives are employed in compliance with the country’s laws and regulations. The operation has so far commenced in 194 islands, with data collection completed in 50.

Operation Kurangi focuses on creating a robust system for monitoring and regulating expatriate workers through the collection of biometric data, including fingerprints. The key steps of the operation include:
- Collecting biometric data of foreign workers.

- Compiling a national register of expatriates based on the collected information.

The Ministry has highlighted that the biometric data collection process is essential for compiling a comprehensive national register of expatriate workers. This register will not only ensure better regulation of the expatriate workforce but also aid in addressing illegal employment practices and preventing exploitation.
A Multi-Phased Initiative
The first phase of the operation targets the collection of biometric information, with subsequent phases focusing on identifying undocumented expatriates and implementing legal measures. The Ministry has set a goal of resolving the issue of illegal immigrants within three years.
In addition to addressing irregularities, the operation seeks to promote a long-term solution for managing the foreign workforce in the Maldives. The Ministry has emphasized that the initiative reflects the government’s commitment to maintaining legal and transparent employment practices.
