President Muizzu Launches Ambitious ‘Maldives 2.0’ Digital Governance Drive to Tackle Corruption

President Dr Mohamed Muizzu has unveiled the government’s flagship ‘Maldives 2.0’ digital transformation initiative, pledging to overhaul the state’s administrative system and root out corruption through full-scale digitisation.

Addressing reporters in an extended press conference at the President’s Office on Saturday, which lasted nearly 15 hours, President Muizzu described Maldives 2.0 as a cornerstone of his administration’s strategy to improve efficiency, transparency, and public trust in governance.

“The most effective way to eliminate corruption is through complete digital governance,” the President declared, stressing that the initiative is not just a technological upgrade but a structural reform that aims to reengineer how government functions.

The announcement comes ahead of a national conference scheduled for May 9, where representatives from all government agencies are expected to formally kickstart the project. The conference will serve as a launchpad for discussions on reshaping public service delivery through modern digital tools.

Highlighting lessons learned from a recent official visit to Estonia — a global leader in e-governance — President Muizzu praised the Baltic nation’s success in building a transparent and efficient digital state. He noted that Estonia’s digital systems have enabled seamless public service access, improved accountability, and strengthened democratic governance.

“Estonia has shown what a digitised government can achieve,” the President said. “They have excelled in public sector innovation, and their high ranking in press freedom reflects the strength of their democratic institutions.”

He also pointed out that Estonia currently ranks second globally for press freedom, using the example to link technological progress with enhanced civil liberties and transparency.

In addition to strengthening governance, President Muizzu outlined his vision for a robust digital economy. He has set an ambitious target for the sector to contribute 15 percent of the Maldives’ GDP, reflecting a broader economic agenda tied to the digital shift.

The President reaffirmed that establishing a solid digital infrastructure is among his top priorities. He expressed optimism that Maldives 2.0 will lay the foundation for a more responsive, citizen-centric government, capable of adapting to the demands of the modern age.

“This is not just about going paperless,” he said. “It’s about transforming the culture of governance in the Maldives—making it faster, fairer, and free of corruption.”

The initiative is expected to involve sweeping reforms across ministries and agencies, including the digitisation of administrative workflows, public databases, and citizen services.

As the Maldives takes its first concrete steps toward digital governance, Maldives 2.0 is being framed as a national effort that could reshape the country’s bureaucratic landscape and usher in a new era of public sector integrity.
