Minister of Construction, Housing, and Infrastructure, Dr Abdulla Muththalib, has expressed strong satisfaction over the progress and quality of work on the 4,000-flat social housing project underway in Hulhumalé Phase II—currently the largest housing initiative in the Greater Malé Region.
Speaking to local media during a recent site visit, the Minister noted that the project has significantly accelerated under the current administration. “When we took over, the project was far behind schedule, with only 33 percent completed. Today, we’re proud to see over 95 percent of the work finished,” he stated, commending both the contractors and Fahi Dhiriulhun Corporation (FDC) for their improved coordination and dedication to quality.
The mega-project consists of 32 residential towers, split between two contractors from India. Kalpataru Projects International Limited (KPIL) is responsible for 16 towers branded as Amaan Udhares, while National Buildings Construction Corporation (NBCC) is constructing the remaining 16 towers, known as Amaan Dhoadhi.
As of now, construction of the towers is nearly complete, with 96 percent of Amaan Dhoadhi and 95 percent of Amaan Udhares finished. The pending tasks primarily involve connecting utility services to each household—an aspect not included in the original project design. Minister Muththalib explained that this final phase is being executed separately through collaboration with State Electric Company Limited (STELCO) and Malé Water and Sewerage Company (MWSC).
“This project represents a major promise to the people,” said Dr Muththalib. “We are now at the final stretch, and our focus is on ensuring the smoothest possible transition for residents into their new homes.”
The Ministry is preparing to begin signing agreements with flat recipients in July, with the handovers to be carried out in phases as utility connections are completed. If current progress continues, all flats are expected to be fully handed over by the end of September 2025.
The social housing project includes two-bedroom and three-bedroom units, designed to offer affordable and dignified living for Maldivian families. With structural and finishing work complete, this initiative is set to ease housing shortages in the capital region and marks a key milestone in the government’s broader efforts to address urban development challenges.
