In a significant step toward enhancing local governance, the Ministry of Cities, Local Government, and Public Works has awarded a contract to Malaysia’s Hextar Global Sdn. Bhd. for the construction of 55 council secretariat buildings across various islands in the Maldives.
This initiative reflects a key promise made by President Dr. Mohamed Muizzu, who earlier announced that addressing space and resource shortages for local councils would be a priority under his administration. In February, while visiting Makunudhoo in Haa Dhaalu Atoll, President Muizzu revealed plans to simultaneously build 50 new council facilities to accommodate local needs—a pledge now materializing through the awarding of these projects.
Signing Ceremony and Timeline
The agreement, set on a contractor-finance basis, was formally signed by Dr. Fathmath Muna, Permanent Secretary of the Ministry, and Ali Shareef, Managing Director of Hextar Maldives. Minister Adam Shareef Umar of the Ministry of Cities and Local Government and Public Works, along with other officials, attended the event. Under this contract, Hextar will construct the 55 new council buildings within two years and six months, ensuring that they meet the growing demands of councilors and administrative teams.
Council Selection Process
When the Ministry opened applications for council reconstruction, 102 councils were deemed eligible based on their space and infrastructure needs. Out of these, 55 were awarded to Hextar Global, which will focus on designing modern, accessible facilities. The goal is to create a supportive environment for council operations and administrative services, addressing existing space constraints.
Future Plans
According to ministry assessments, 187 councils nationwide still face significant challenges related to inadequate space and limited resources. Beyond the 55 council buildings contracted to Hextar, an additional 50 will be rebuilt with support from the Chinese government, aiming to upgrade deteriorating council offices across the country.
The government has reiterated its commitment to resolving these issues within its current term, underscoring the importance of well-equipped local councils in driving community development and efficient service delivery.
