In a landmark move, President Dr. Mohamed Muizzu has ratified a historic amendment to the Decentralisation Act that introduces Ramadan allowances for members of the Women’s Development Committees (WDCs) across the Maldives. This new legislation, passed by the Parliament on 18 February during the first session of the 2025 Parliamentary term, marks a significant step in recognizing the vital contributions of WDC members.
The 14th Amendment to the Decentralisation Act aims to further clarify and strengthen the role of elected WDCs in islands and cities. The amendment introduces several key reforms designed to enhance the operational capabilities of these committees, streamline funding processes, and provide necessary administrative support.
Among the provisions is the establishment of clear responsibilities for WDCs, improved mechanisms for resource allocation, and stronger support from local councils and the Local Government Authority (LGA). The amendment also ensures that WDCs will have access to essential resources, training, and facilities needed to carry out their work effectively.
In addition to these structural improvements, the amendment addresses funding challenges by mandating that five percent of the government’s grants to councils be allocated specifically to WDCs. Councils will now be required to release the funds for the first two quarters of the year to the committees within 30 days of receiving the grant. The remaining funds will be distributed according to regulations set by the LGA.
One of the most notable features of the amendment is the introduction of Ramadan allowances for WDC members. For the first time, WDC members who do not already receive a Ramadan allowance under another law will be entitled to an allowance of MVR 3,000, which will be provided before the start of each Ramadan month. This initiative aligns with a promise made by President Muizzu in December during an address to the residents of Dhangethi, Alifu Dhaalu Atoll. In his speech, the President pledged to bring necessary amendments to the Decentralisation and Employment Acts to ensure that WDC members are compensated with a designated salary, Ramadan allowances, and access to various financial schemes.
In his address, President Muizzu also emphasized the critical role of women in the development of the country, stating that the government is committed to supporting a future where both women and men work side by side, with equal status, towards the development of their islands and the nation as a whole.
The ratification of this amendment represents a significant milestone in the government’s ongoing efforts to support gender equality and ensure that the invaluable work of WDCs is both recognized and rewarded. The new Ramadan allowance is the first of its kind, marking a key moment in the history of WDCs in the Maldives.
