The Ministry of Tourism and Environment has announced bidding opportunities for the development and operation of resorts in Kaafu Kaashidhoo and Haa Alif Kelaa Lagoons, inviting interested investors to participate in the process.
According to the official Government Gazette notification, the Kaashidhoo Lagoon has been designated for a 10-hectare resort, while two resorts spanning 12.19 hectares are planned for Kelaa Lagoon.
To facilitate the bidding process, the Ministry has scheduled online awareness sessions on April 15 and May 6, 2025, at 10:00 AM. Prospective investors must register by emailing [email protected] before April 14 and May 5, 2025, respectively.
Additionally, the auction information book—which contains crucial details about the bidding process—will be available for purchase between April 7 and June 3, 2025, from 9:00 AM to 1:00 PM. The bid application form can be accessed through the Ministry’s official website.
The decision to develop resorts in Kelaa Lagoon follows recent amendments to the Tourism Act, which granted the President the authority to designate areas within islands and cities for tourism-related development. Previously, local councils lacked the legal power to allocate land for resort projects due to decentralization laws, causing significant delays.
The Government has emphasized its commitment to expanding tourism into underdeveloped regions, aiming to create new economic opportunities while finding sustainable solutions for stalled projects. With this initiative, the Kaashidhoo and Kelaa Lagoon developments are expected to bring long-term benefits to the tourism sector and local communities.
