HDC MD Denies Involvement in Controversial ‘Binveriya’ Land Allocations

The Managing Director of the Housing Development Corporation (HDC), Ibrahim Fazul Rasheed, has denied allegations of misconduct in the allocation of Hulhumalé land plots under the previous government’s ‘Binveriya’ housing scheme.

Speaking at a press briefing on Wednesday, Fazul refuted claims that HDC was involved in awarding plots to unlisted recipients, including allegations that his brother, Mohamed Fazeel Rasheed, the Deputy Managing Director of Malé Water and Sewerage Company (MWSC), had improperly received land.

Fazul clarified that HDC’s role in land allocation is limited to administrative tasks and does not extend to the issuance or registry of land plots under housing schemes. “We believe that those applying for services through our portal are legitimate registrants for the plots. Based on this assumption, we issue boundary permits and initiate verification processes,” he explained.

He further highlighted that HDC itself had flagged irregularities in two land plots and reported them to the Housing Ministry for investigation. Fazul provided a detailed timeline of the corporation’s communication with the Ministry, emphasizing HDC’s proactive stance in addressing the issue.

Addressing rumors of his personal involvement and alleged conflicts of interest, Fazul dismissed the claims as baseless and politically motivated. “These false narratives are being spread for political gain. I assure the public that I have not engaged in any wrongdoing and am prepared to fully account for my actions,” he stated.

Fazul also assured his full cooperation with the ongoing investigation led by local authorities into the allegations surrounding the Binveriya scheme.

The controversy surrounding the Binveriya housing scheme has drawn significant public attention.
