President Muizzu Hails Historic Constitutional Reforms as Key to Sovereignty and Stability

In a video message addressed to the nation, President Dr. Mohamed Muizzu underscored the importance of the constitutional amendments passed by the People’s Majlis, calling them pivotal for safeguarding the Maldives’ independence, sovereignty, and stability. He described the reforms as instrumental in fortifying the nation’s democratic framework and protecting its maritime and territorial integrity.

Among the notable changes, the amendments now require a three-fourths majority in Parliament for any territorial modifications, compared to the previous two-thirds threshold. Additionally, changes to maritime boundaries, defined up to the Exclusive Economic Zone (EEZ), must be approved by both Parliament and a public referendum.

Another significant reform stipulates that any deployment of foreign military personnel in the Maldives requires prior parliamentary approval. The provision is part of the government’s broader commitment to limiting foreign military presence, exemplified by President Muizzu’s earlier decision to redeploy Indian military personnel in May 2024.

The amendments also include stricter rules for public referendums. While Parliament previously had authority over referendum-related articles, any changes now require approval through a public referendum itself, reinforcing direct democratic participation.

Furthermore, the introduction of an anti-defection law aims to ensure political stability. Parliamentarians who switch parties, are expelled, or, in the case of independents, join a political party during their term, will now lose their seats. This measure addresses concerns over political defections and aims to uphold party loyalty.

Another addition to the Constitution outlines the President’s responsibility for creating comprehensive national development plans, covering short, medium, and long-term objectives.

In the parliamentary session, 78 out of 91 members voted in favor of the amendments, with 13 dissenting. Proposed by MP Mohamed Shahidh on behalf of the government, the reforms are designed to enhance political accountability, safeguard sovereignty, and protect maritime resources.

President Muizzu praised the amendments as patriotic and forward-thinking, thanking Members of Parliament for their role in shaping these critical reforms. He affirmed that these changes reflect the collective commitment to preserving the Maldives’ independence and advancing its development agenda.

The amendments have been widely regarded as a step toward strengthening governance and securing national interests.
