The scholarship is offered as part of China’s ongoing support for capacity-building in partner nations, and is aimed at enhancing professional development among government employees and public sector professionals.

To be eligible, applicants must be under the age of 45 as of September 1, 2025, and should have at least three years of professional experience in a field relevant to their chosen area of study. Candidates must also be currently employed in the public sector and fulfill the admission criteria of the respective universities in China.
